Health Care Debate - An overlooked factor - I think

Medicine I haven't been following the health care debate as closely as I should.  With two kids under two reading the headlines of the newspaper feels like an accomplishment, even when that paper is the New York Post.  Note to self: update bio which says I'm pregnant. 

One of the reasons health care is so expensive is because doctors' malpractice insurance is so costly.  If  caps are placed on lawsuit payouts, then insurance costs go go down and everybody saves.  We can thank Senator John Edwards for setting records heights in medical settlements. Since the government is having such a challenging job reducing medical costs, maybe they'd prefer to get into the insurance business. 

The insurance system is so askew that patients and doctors have been in cahoots to extort millions from the insurance companies.  Years ago a doctor was sued for carving his initials into a patient after performing a cesarean.  She sued, got millions and he lost his practice.  Later the two split the proceeds before they were caught.  

I'm probably naive to think that a) this has not been completely explored 
b) this is the solution 
c) Obama intends to lose the Health Care debate to give one to the Republicans so he can win another policy debate.  

Either way, my daughter has now taken her mini directors chair and placed it on her brother's head and tried to close it.  She's calling me to make sure I see.  I hope insurance will cover any damages.
